Binani’s Bill On MAUTH, Billed For Public Hearing Tomorrow

The Modibbo Adama University Teaching Hospital Establishment Bill 2021, sponsored by Senator Aishatu Dahiru Ahmed Binani, representing Adamawa Central, which scaled through first and second readings, is slated for public hearing tomorrow, Monday, March 29.

Constructive contributions are requested from stakeholders with forward looking thought as individuals, groups or organisations.

It is however not unlikely that the billed will face a rather subjective dose of dismissive criticism by those who are antagonistic to the name “Modibbo Adama”; by the jealous those with ineffective venom, with malignity and maligned tendency who would have wished that Binani should not have been the sponsor of the bill; by the angry and retrogressive those who are not comfortable with achievements of Prof. Abdullahi Liman Tukur, the Vice Chancellor, Modibbo Adama University, MAU Yola and Prof. Auwal Muhammad Abubakar, the Medical Director, Federal Medical Centre, FMC Yola.

There have been some media propaganda, some months previously, by certain either retrogressive or pessimist group, insinuating that a teaching hospital would rather be established elsewhere than having FMC Yola upgraded.

The group argued, rather unintelligibly that having FMC Yola upgraded to a teaching hospital would heighten the sufferings of the patients as much as would breed inefficiency and ineffectiveness enough to question the quality assurance being advocated for.

Unknown to the prophets of doom, more than five clinical departments in FMC Yola have since started postgraduate (Residency Training) having scaled through the accreditations, conducted by the relevant regulatory bodies.

However it is and whatever it is, the retrogressive those who could take to antagonising the bill at the public hearing will not receive ovation they could be expecting due to the superior convincing articulation to be supporting the establishment of MAUTH against the loudmouthed, by those with the “forward looking thought”, moralising William Wordsworth, the English Romantic poet.

Below is Binani continued debate on the bill:

Mr. President, my distinguished colleagues, I’m delighted to lead the debate on the General Principe of the University Teaching Hospitals, Reconstitution of Boards, Act No: 101985 Amendment Bill 2021.

This Bill was read for the first time on March 17, 2021.

The objective of this bill is to amend the University Teaching Hospitals, Reconstitution of Boards, Act No: 101985.

In this bill, referred to as the Principal Act, to include an additional teaching hospital; the Modibbo Adama University Teaching Hospital, thereby given full recognition to the teaching hospital sought to be included in the Principal Act through this bill.

In particular, the bill seeks to amend the first schedule to the principal act by (a) inserting after the existing item or new item (b) to read; Modibbo Adama University Teaching Hospital.

Essentially, the proposed amendment when passed, will complete all the required legislative enactment to bring the Modibbo Adama University Teaching Hospital into full operation.

Mr. President, there is no need for elaborate debate on this bill. The purpose is to complete the required legislative enactment, to bring about the establishment of the teaching hospital, which was extensively debated in this chamber.

I therefore move with your permission that the bill be read the second time and referred to the relevant committee.
