…over 8 years the District Head palace remains unoccupied, over four years after the High Court judgement and 18 months with the Appeal Court determination, the state governor is yet to honour the court order; to approve the appointment of the legitimate District Head of Jalingo-Maiha; there are many questions resulting from the super-undue executive denial or delay in the approval of the appointment – The sage

Governor Ahmadu Umaru Fintiri of Adamawa state has approved the appointment of Yarima Muhammad Adamu Abubakar as the District Head of Vokna/Pakka, Maiha local government area, northern senatorial district.

The newly appointed district head, previously
holding the title of MaiPakka – whose father it was said, considered him as Crown Prince – is the son of the immediate late district head of Pakka, Ardo Adamu Abubakar – the second district head – holding the Dan-Isa Mubi traditional title in the Emirate Council.

The appointment was sequel to the selection by the Emirate Council, following the receipt of result of the nomination held on Wednesday, November 17, 2021, in Pakka district headquarters.

Recall that the Emirate Council has in a meeting held on Wednesday, November 10, 2021, fixed November 17 for the nomination of the new district head of Pakka, following the demise of Alhaji Adamu Abubakar, the second district of head, which sad incident occurred on Tuesday, August 3, 2021.

Suffices to say that less than one year after the death of the father, the son is appointed to take over, untypical of the ugly, with tendency to alienation experience Jalingo-Maiha district is patiently nursing.

The appointment was conveyed in a letter dated February 24, 2022, signed by the Secretary, Mubi Emirate Council, Alh. Shuaibu Aliyu. The letter reads:

“Following the recommendation of Mubi Emirate Council and subsequently, the approval of His Excellency, the Executive Governor of Adamawa State, Rt. Hon. Ahmadu Umaru Fintiri, Vide letter with reference No. MCA/GHY/S/122/VOL.1/68 of 23rd February, 2021, I am directed by the Council to convey His Excellency’s approval for your appointment as District Head of Vokna/Pakka District. I hereby congratulate you on this well-deserved appointment and hope that you would perform your duties and discharge your responsibilities to the best of your ability, please”.

The people of Mubi Emirate, especially, Mubi and Maiha local governments commended the appointment, they could not however conjure up the reasons for and the meaning of the undue executive delay in the approval of the appointment of the district head of Jalingo-Maiha 18 months after the determination of the Appeal Court, over 4 years after the High Court judgement that endorsed the Emirate Council’s selection forward to the state governor over 5 years after the death of the district head, which sad incident occurred over 8 years ago.

“We cannot fathom the meaning of the undue executive delay in the approval of the appointment of the district head of Jalingo-Maiha 18 months after the Appeal Court determination.

“The governor it was, we were told, during his inaugural state executive meeting, who directed that the High Court Order should be honoured without further undue, unlawful delay; the appointment of the District Head of Jalingo-Maiha should be served to the deserved; Barr. Mahmud Abubakar.

“By the twist of fate, we’re told, the governor was advised to suspend the approval of the appointment pending the determination of the Appeal Court, even though the judgement was without stay of execution.

“There was the celebration that greeted the determination of the Appeal Court 18 months ago not only in Jalingo-Maiha but the entire Mubi Emirate, believing that the governor would act in favour, at the instant of the Appeal Court judgement.

“We’re actually disappointed and perturbed, more so, as the appointment of the District Head of Pakka is approved.

“Pakka district, it should be noted, shares the same local government with Jalingo-Maiha district, in fact, used to be under Jalingo-Maiha.

“What is simply going on? What’s the sentiment? What’s the politics?” Some of the people who responded to Periscope would in lament ask.
